A large group of authors and experts have contributed to since July 2019 and continue to contribute to the development of zero drafts of the HWC-NAP and 14 guidelines, under the Indo-German Project on HWC Mitigation. An intensive process of pilot testing of and consultations to receive feedback and inputs from key stakeholders has begun since July 1 2021.
Since the process of pilot implementation, stakeholder consultation and updating the guidelines and HWC-NAP requires very frequent and intensive interactions and working on consolidating the feedback and inputs, and accordingly editing the draft plan and guidelines, a working group of experts is being formed to facilitate efficient day-to-day coordination for pilot testing, consultations and editing of draft guidelines and HWC-NAP.
Duration of the Working Group:
The working group will function from July 20, 2021 to October 30, 2021 or till the finalization of all the guidelines, whichever is earlier
Principal Responsibilities of the Working Group:
- Participate in the consultation workshops with divisional-level officers, stakeholder consultations with other sectors and stakeholders
- Develop the background documents for the stakeholder consultations with key sectors.
- Consolidating the feedback and inputs received in pilot testing events and consultations (Annex 1)
- Editing, revising and consolidating the draft HWC-NAP and guidelines, in consultation with the authors of the drafts. Coordinating with the author groups at timely intervals to receive their inputs on the updated documents
- Reporting to the National Technical Group on the progress of the guidelines
- Submission of finalized drafts of the guidelines and HWC-NAP to the National Technical Group on September 6th 2021
Meeting frequency and location:
- Meetings of the working group will take place every week - Tuesday 4-6 pm (Online), to prepare for fortnightly meetings/ consultations, and to discuss the feedback received in fortnightly meetings/ consultations (All members)
- Writing workshops to edit and consolidate the documents (All members)
- Participation in fortnightly meetings with 20 divisions- alternate Thursday 3-5 pm, starting, July 1 and ending Aug 19
- A WhatsApp group and online forum will be established for day to day communication of the group members
Membership:
Membership will reflect a balance of key actors: Core members of the Project team from MoEFCC and GIZ, editorial experts, authors of the guidelines who volunteer to commit their time for editing the guidelines, experts to plan and document fortnightly meetings, as well as senior experts to plan and implement National stakeholder consultations on guidelines and HWC-NAP
